Dr. Scott Powell, MD
Dr. Scott Powell is a board-certified general surgeon and Registered Vascular Technologist with extensive experience in the diagnosis and treatment of venous disease. He earned his medical degree from the University of Texas Medical Branch and completed a five-year surgical residency at the University of Florida. He has practiced in Texas since 2003 and has focused his clinical practice on treating venous disorders since 2011.
Dr. Powell is one of the most experienced vein physicians at Texas Vein Experts, having performed more than 15,000 radiofrequency ablation procedures, in addition to phlebectomy, sclerotherapy, and treatment of wounds associated with venous stasis.
He was one of the first physicians in the Dallas-Fort Worth area to use VenaSeal, a minimally invasive treatment for venous insufficiency. His expertise with the technology later led him to serve as a Medtronic lecturer on VenaSeal and as a physician trainer, teaching other doctors techniques for treating varicose veins and venous reflux with venous ablation.
Dr. Powell has also shared his expertise through medical education and research. He presented at the American Vein & Lymphatic Society on Venous Insufficiency as a Cause of Chronic or Recurrent Foot Pain and has educated both physicians and patients about venous disease throughout his career.
Dr. Aaron Chance, MD
Dr. Aaron Chance is a physician specializing in venous insufficiency and serves as Medical Director of Texas Vein Experts in Houston. A Houston-trained physician, he earned his medical degree from McGovern Medical School at UTHealth Houston, where he also completed a Certificate in Medical Humanities & Ethics.
Before focusing on vein and wound care, Dr. Chance completed several years of neurosurgery residency training at UT Health San Antonio. He later completed an Early Career Physician Scientist Research Fellowship at Albert Einstein College of Medicine and Montefiore Medical Center, adding an extensive academic and research foundation to his clinical experience.
Dr. Chance has contributed to peer-reviewed medical research and scientific presentations spanning neurosurgery, traumatic brain injury, neurofibromatosis, neuroimaging, and other areas of medicine. His published work has appeared in medical journals including Journal of Neurosurgery: Spine, Child’s Nervous System, and Critical Care Research and Practice.
At Texas Vein Experts, Dr. Chance combines this research-driven background with specialized training in venous care under Dr. Scott Powell. He provides minimally invasive treatments for venous insufficiency designed to relieve symptoms, improve mobility, and help patients return to their normal activities with minimal downtime.
Dr. Haider Burney, MD
Dr. Haider Burney is a board-certified Internal Medicine physician with a clinical background spanning hospital medicine, physician education, wound care, and vascular-related conditions. He earned his medical degree from the American University of Antigua College of Medicine and completed his Internal Medicine residency at One Brooklyn Health System in New York.
Dr. Burney later served as an Assistant Program Director in the Department of Internal Medicine at One Brooklyn Health System, where he practiced as a hospitalist while helping train and supervise resident physicians in the management of acute illness and chronic medical conditions.
His additional experience in wound care includes managing complex pressure ulcers, diabetic ulcers, and wounds associated with peripheral vascular disease. That background gives him a valuable perspective when evaluating patients whose vein disease may contribute to chronic skin changes, swelling, or difficult-to-heal wounds.
At Texas Vein Experts, Dr. Burney focuses on the diagnosis and minimally invasive treatment of venous insufficiency, combining his broad Internal Medicine background with a patient-centered approach to long-term vascular health. He currently serves patients in Frisco, Waxahachie, Grand Prairie, and Burleson.
Dr. Pavel Valdes, MD
Dr. Pavel Valdes is a board-certified Internal Medicine physician focused on minimally invasive vein care in San Antonio. His medical career spans decades of clinical experience across multiple areas of medicine and healthcare systems in the United States and internationally. He earned his medical degree from the Faculty of Medical Sciences in Pinar del Rio, Cuba, and later completed his U.S. Internal Medicine residency training through Texas Tech University Health Sciences Center in El Paso.
Earlier in his career, Dr. Valdes trained extensively in clinical neurophysiology and served as Chief of the Clinical Neurophysiology Department at the Pediatrics Hospital of Pinar del Rio. His career has included patient care in Cuba, Chile, Florida, and Texas, giving him a broad and diverse clinical perspective.
At Texas Vein Experts, Dr. Valdes provides advanced, minimally invasive treatment for varicose veins, chronic venous insufficiency, leg pain, venous ulcers, and other vein conditions. He further developed his expertise in modern vein medicine through specialized one-on-one training with Dr. Scott Powell.
Dr. Valdes is also a native Spanish speaker, allowing him to communicate directly with Spanish-speaking patients and help them better understand their diagnosis and treatment options.
Diana Perez, PA-C, MMS
Diana Perez has been practicing as a Physician Assistant since 2007, with experience across multiple areas of medicine. She earned her Bachelor’s degree in Physician Assistant Studies and a Master of Medical Science from Nova Southeastern University.
She is bilingual in English and Spanish and is dedicated to providing compassionate, patient-centered care. Diana is excited to join Texas Vein Experts and help patients with venous disease while continuing to expand her expertise in this specialized field.
Justin Patten, MPAS, PA-C
Is a graduate of Texas A&M University and UNT Health Science Center where he earned a Masters in Physician Assistant Studies. Since graduating in 2014, he has specialized in orthopedic pain management and, more importantly, the treatment of venous insufficiency.
In early 2017, he joined Texas Vein Experts. Since then Justin has immersed himself in the world of venous disease and has quickly become one of the more experienced PA’s in north Texas who treat venous disease. He gives full focus and attention to his patients and their outcomes are incredible.
Megan Mongeau, FNP
Megan Mongeau is a graduate of the University of Arkansas with a Bachelor’s degree in the Science of Nursing. She received her Master’s of Science in Nursing degree as a Family Nurse Practitioner from Texas Woman’s University. She has worked in the healthcare field for nearly 10 years now, and being able to care for people is her true passion. Since graduating she has found a passion for treating underlying medical issues related to venous insufficiency. Megan looks forward to delivering high quality compassionate care to patients of Texas Vein Experts.
Jesus Irsula, FNP-C, FNP-BC
Jesus Irsula earned his Doctor en Medicina degree in Havana, Cuba, before transitioning to nursing in the U.S. He completed his Master’s in Family Medicine in 2022 and holds dual board certifications in his field. With experience in pediatric care, weight loss management, and family medicine, he now specializes in venous insufficiency treatment at Texas Vein Experts. Jesus is dedicated to providing compassionate, patient-focused care, helping patients improve their circulatory health and overall well-being.
Rachell Sullivan, FNP-BC
Rachell Sullivan is a Board Certified Family Nurse Practitioner with a strong commitment to patient care and community health. She graduated from Texas Tech University Health Sciences Center, where she laid the foundation for her impressive career in nursing. With thirteen years of rich experience at the bedside, Rachell specialized in various women’s health disciplines, providing compassionate and dedicated care to her patients. Her passion for nursing and desire to make a difference led her to pursue a master’s degree, after which she transitioned into the field of vein care. For the past five years, Rachell has focused on her work in vein health, where she combines her extensive nursing background with her specialized expertise. Her enthusiasm for helping others and her dedication to her profession continue to drive her success in the healthcare field. Rachell remains committed to enhancing the well-being of her patients through education and innovative care solutions.
Amy McEvoy, ANP-C
With a 30-year career in health care, she brings extensive experience in
heart and vascular services and wound care, guided by a deep commitment to patient-centered, high-quality care and servant-hearted leadership. A Denton County resident, she is a Christian, wife, mother, and grandmother who enjoys gardening, camping, and fly fishing.
